National Health and Medical Research Council' (NHMRC) Code Advisory Group was established to provide advice about amendments to the Australian code for the care and use of animals for scientific purposes, 8th edition (2013) to incorporate a ban on the use of animals for cosmetic testing.
Terms of reference
In the 2017–18 Federal Budget, the Australian Government announced the implementation of a ban on cosmetic testing on animals. This initiative includes working with the state and territory governments to incorporate a testing ban through their respective legislation, triggered by changes to the Australian code for the care and use of animals for scientific purposes, 8th edition (2013). The process for amendments to the Code is being managed by the NHMRC under a Memorandum of Understanding (MOU) between NHMRC and the Commonwealth Department of Health.
In accordance with this MOU, the Code Advisory Group will:
- Provide advice to NHMRC's Animal Welfare Committee on amendments to the Australian code for the care and use of animals for scientific purposes, 8th edition (2013) to prohibit the use of animals for testing cosmetic products and chemical ingredients of cosmetic products.
- Ensure that advice on any amendments to the Code are:
- consistent with the provisions of the Industrial Chemicals Act 2019 that bans the use of new animal test data to support the introduction of chemicals used exclusively as cosmetic ingredients, and
- limited to those amendments necessary to prohibit the use of animals for testing cosmetic products and chemical ingredients of cosmetic products.
Reporting
The Code Advisory Group will report to NHMRC's Animal Welfare Committee.
Duration
The Code Advisory Group will be effective from 19 August 2019 to 30 June 2021.
