NHMRC is committed to achieving the highest standards of accountability and transparency to our Minister, to Parliament and to the public. The NHMRC 2008-2009 Annual Report is a documentary record of NHMRC’s activities during 2008-09. Its primary purpose is to report on the performance and financial information presented in the 2008-09 NHMRC Portfolio (Agency) Budget Statement, and the 2008-09 NHMRC Portfolio Additional Estimates Statement.

Our aim is to provide readers with a useful and informative picture of NHMRC’s performance over the past twelve months.

Structure of the Report

NHMRC 2008-2009 Annual Report is in five parts. It opens with a snapshot of NHMRC during 2008-2009.

Part One

Overview Part One explains NHMRC’s activities, broad strategic directions and priorities for 2008-09. It notes key issues, highlights our achievements and describes our governance structure. These are set out in the CEO Review, the Chair’s Report and About the NHMRC.

Part Two

Report on Performance Part Two presents a comprehensive review of the major activities of NHMRC during 2008-09 and examines the performance of the agency against the five key strategic directions identified in the 2008-09 NHMRC Portfolio (Agency) Budget Statement.

Part Three

Accountability, Responsibility, Sustainability Part Three details NHMRC’s governance, people and financial management arrangements. This section provides a range of information, including internal and external scrutiny activities, payments for advertising and market research and consultancies, and examines our performance in meeting Commonwealth Disability Strategy, Ecologically Sustainable Development and Occupational Health and Safety objectives. Freedom of Information arrangements is also included.

Part Four

Financial Management Part Four contains an overview of NHMRC’s financial performance, a report by the Australian National Audit Office and the complete set of audited financial statements for 2008-09.

Part Five: Appendices

The appendices contain statutory reporting information, including the composition and functions of Council and our Principal and Expert Committees and details of discretionary grants awarded by NHMRC. They also provide other information to support the contents of the report, including public consultation rounds, guidelines and health advice issued by the NHMRC and a description of all NHMRC funding schemes. The report also includes a list of acronyms and abbreviations and an index.

2007-08

2006 and 2006-07

Historically, the National Health and Medical Research Council (NHMRC) reported on its performance on a calendar year basis. When the NHMRC was established as an independent statutory agency on 1 July 2006 its reporting obligations also changed and the agency was required to report against a financial year framework. The new NHMRC Act required the 2006-07 Annual Report to also include the period starting 1 January 2006 and ending 30 June 2006.
