Review of NHMRC’s Funding and Peer Review Processes

The National Health and Medical Research Council established two International Review Panels in 2007 and 2008 to scrutinise NHMRC’s health and medical research funding and peer review process; to consider the broader future vision of health and medical research in Australia; and to assess and provide recommendations to improve NHMRC’s role as a national medical research funding organisation.
The two international reviews were headed by Professor Alan Bernstein (the then President of the Canadian Institutes of Health) and Dr Elias Zerhouni (the then Director of the US National Institutes of Health) respectively.
The scope of the Bernstein Review included international analysis and comparison of NHMRC strategies, plans for targeted investment, funding mechanisms and schemes (for people, ideas and infrastructure) and the documents and processes associated with the various funding schemes.
The Zerhouni Review drew on the recommendations of the Bernstein Review, and proved a higher level international analysis of NHMRC strategic research funding policies to ensure that Australia has the highest quality health and medical research effort and was able to gain maximum benefit from the Australian Government’s investment in health and medical research.
Additionally, in March 2008, NHMRC CEO Professor Warwick Anderson appointed a Public Health Research Advisory Committee to review the ways in which NHMRC can marshal its funding to most effectively contribute to improved public health in Australia. The committee was chaired by Professor Don Nutbeam, Deputy Vice Chancellor and Provost of the University of Sydney. A report was prepared by the Committee in late 2008 (the Nutbeam Review). Following consultation with Research Committee and Council, NHMRC has released its response to the report.
The findings of these reviews have been taken into consideration in the development of the Draft National Strategy for Medical Research and Public Health Research.

Electronic submissions are strongly preferred. If this is not possible, please make your submission in writing (preferably typed or word processed) or on audio tape and submit it by mail. Electronic submissions should be emailed to the address below.
Please ensure that the author of the submission and organisation (if applicable) is clearly stated. If you would like your submission to be treated as confidential, please indicate this clearly (for example, by marking CONFIDENTIAL on each page of your written submission). Submissions may be subject to release under the Freedom of Information Act 1982. All submissions will have personal contact details removed prior to becoming publicly available on the NHMRC website.
